About CHP > Our History Community Health Plan came about as a response to the need to improve the funding and delivery of employee healthcare by bringing together employers, physicians, hospitals and the insurance industry to create community-based group health plans. Community Hospital of the Monterey Peninsula, Salinas Valley Memorial Healthcare System and Monterey County Medical Society played key roles in the development of the plans. In 1994, the not-for-profit Community Healthcare Corporation (CHC) launched a community-based PPO plan for larger employers who could partially self-fund such a plan. An extensive network of physicians and other medical service providers gives plan members unparalleled choice. This was the original Community Health Plan and it continues to be a viable option for larger employers. After many years of planning, CHP's new fully-insured product for smaller employers became available early in 2005 with The Guardian Life Insurance Company as the insurer. Established in 1860, Guardian is A+ rated and is the fourth largest mutual life insurance company in the United States. Employers insured under this plan have access to the same physician network as those enrolled in the plan for larger employers. If insurance coverage is the heart of CHP, its soul is developing and implementing a variety of programs to help plan memebers achieve optimum health. This focus, together with local governance and plan administration and coordination with physicians, hospitals, other healthcare providers and employers, represents a new, creative and exciting approach to employee healthcare.
